SEMv2 issue track

## Enhancement

We are going to introduce a new version of SEM. The main benefit of it is to provide dynamically modifiable rules rather than the hard coded one. This issue is a track issue for the development progress.

The issue provides no file, test, or entry point. Start by locating the existing SEM implementation and its hard-coded rules, then define the SEMv2 scope before making changes; done should provide dynamically modifiable rules as the replacement for the current hard-coded approach.
