Promptly release the table information held in the stats cache that has already been removed from the information schema

### 1. Minimal reproduce step (Required)

In scenarios with millions of tables, users execute a large number of DML statements that trigger the loading of table statistics into the stats cache. The table statistics needs to reference table info. If the stats cache used is large and the user sets the info schema cache to be relatively small (e.g., 64MB), and some table info in the info schema cache may be evicted. However, if this table info is still referenced by the table statistics in the stats cache, it cannot be released.
In such scenarios, the info schema cache cannot uniformly manage the lifecycle of table info.
