Push to other registries besides docker hub

## Enhancement

I would like to request pushing the built tidb (and tikv for that matter) docker image to other registries like github container registry, google container registry and amazon web services' public registry.
Other public registries which i may not have mentioned are welcome too.
Docker hub just has too low pull rate limits for production environments with bigger clusters.
