finer check-requirements config in lightning

## Enhancement

currently there is a bool flag `check-requirements` in lightning to decide pre check or not. however, it would be great if there are config for each check items, particularly, the region balance one could be expected to fail if the tidb cluster uses placement rule. or like there is cdc enabled but not on the imported tables.
