## Bug Report
### 1. Minimal reproduce step (Required)
```sql
drop table if exists t;
CREATE TABLE t (c1 CHAR(20));
INSERT INTO t VALUES ('1'),('w');
SELECT 1 FROM (SELECT 1 AS f1 FROM t) AS `t1` WHERE (!f1)=ANY (SELECT c1 FROM t); -- sql1
SELECT 1 FROM (SELECT 1 AS f1 FROM t) AS `t1` WHERE (!f1)>=ANY (SELECT c1 FROM t); -- sql2
```
### 2. What did you expect to see? (Required)
In theory, the result of sql1 ⊆ the result of sql2.
Because the condition `>=ANY` in sql2 is more relaxed than the condition `=ANY` in sql1.
### 3. What did you see instead (Required)
However, the result lost after changing `=ANY` to `>=ANY`, seems like a logical bug:

We look for the first version of the bug in all docker images (with format x.x.x) of https://hub.docker.com/r/pingcap/tidb/tags
We found that the bug first occurred in pingcap/tidb:v3.0.12 (Our connector driver had some problems during testing, so we didn't verify the earlier version):
