Is your feature request related to a problem? Please describe:
Some users want the TiDB Operator to support the API operations of PD/TiDB/TiKV so that they do not need to use pd-ctl, tikv-ctl, etc. to interact with the core components, especially for a unique platform that manages all of the applications running in Kubernetes with GUI, it's not user friendly to run pd-ctl, tikv-ctl, etc.
