Description
Empty cluster, the goroutine count increased by 2, and fd count increased by 1 periodically, they should be stable.
If we have to spawn goroutine periodically, make it a long running goroutine.

Research direction
No file, test, or entry point is named. Reproduce the report on an empty TiCDC cluster, then trace the periodic activity responsible for goroutine and file-descriptor changes. Done means both counts remain stable when no changefeed exists, or the periodic work is represented by a long-running goroutine.
