Description

此 issue 为 Enrich Documentation: 完善 TiDB 字符串函数中文文档说明 #15947 的 sub-issue，目的是为了完善字符串函数 SUBSTR() 和 SUBSTRING()
的文档说明。

请参考 https://github.com/pingcap/docs-cn/issues/15947 中的说明完善这两个字符串函数文档。
