Default day heuristic needs to consider time of day

Description
It's Thursday 14:00 here, and I just added a new event for 11:30. Khal added it to today, which makes no sense. Similar to how scheduling an event for Wednesday doesn't register an event for yesterday in this scenario, khal should really consider the time of day and default to adding an event for tomorrow, if the unqualified time (i.e. time without date) falls within the next 24:00 hours).
