Description
An event, such as a birthday, repeating yearly on 29 Feb won't show up during a non-leap-year. It's normally customary for such events to be shown on 1 March instead.

Research direction
Start by tracing how yearly recurring events are handled for February 29 in the calendar CLI. Confirm the desired behavior for non-leap years, then verify that the event appears on 1 March and that existing leap-year behavior remains unchanged.
