Research direction
The issue identifies the SQL editor toolbar and its SELECT, INSERT, UPDATE, and DELETE buttons, but names no source file or test. Reproduce the toolbar in the reported phpMyAdmin 5.2.1 Docker setup and trace where these controls are assembled. Done means there is a supported way to disable all four buttons without breaking the editor.
