Unmuting problems with toggleMuteTab options.

Describe the bug

I have tried to unmute tabs using toggleMuteTab. It only worked when I was using toggleMuteTab while on the audible tab.

To Reproduce

1°) Go to youtube.
2°) Launch a video.
3°) Go to any another tab of the browser.

• Use the mapping that activates "toggleMuteTab all"

You should have all tabs muted after the first use. And no unmute after the second use.

(Going back to the tab your video, hitting your mapping shouldn't not unmute the tab).

• Use the mapping that activates "toggleMuteTab other"

You should have all the other muted after the first use. And no unmute after the second use.

(Going back to the tab your video, hitting your mapping shouldn't not unmute the tab).

Additional information:
Hitting the mapping that mute the frontmost tab (toggleMuteTab) works perfectly well. It mutes and unmutes the frontmost tab.

Reproduce the issue in Brave using the toggleMuteTab, toggleMuteTab all, and toggleMuteTab other mappings while the audible YouTube tab is in the background. Start by locating the toggleMuteTab command handling; done means all three mappings consistently mute and unmute their intended tabs regardless of which tab is active.
