Shift+W -> f -> doesn't search for clickables in this separated tab. Have to click somewhere first

Research direction

Reproduce the sequence Shift+W, then f, in Firefox 77 on the separated tab and compare it with clicking in the tab first. Trace the f-search entry point and separated-tab handling to identify why clickables are unavailable initially. Done means f-search finds the separated tab's clickables without requiring a preliminary click.
