Research direction

The issue does not name any files, tests, or entry points. Start by reviewing Vimium's existing shortcut-mapping behavior and Chrome's supported shortcut capabilities, then define which Chrome shortcuts are in scope. Done should mean the supported Chrome shortcuts can be mapped reliably, with coverage verified by tests or documented manual checks.
