Description

On pages with lots of frames, it's easy to get lost. #426 would be helpful. However, currently we blindly focus frames which are not in the viewport. That gets pretty confusing. We could either skip such frames, or scroll them into view.

Research direction

Read the frame-navigation discussion in #426 first, then trace the existing behavior that focuses frames during navigation. Decide with maintainers whether off-viewport frames should be skipped or scrolled into view, and verify that navigating among many frames no longer causes confusing focus changes.
