Description
If that file exists, read and json decode it.
Possibly add a config setting to allow automatically adding vendor to the files to be parsed if the initial project startup referenced a class there and the entries have at least one level of namespace.

Research direction
Start by tracing how directory_list entries and undeclared element warnings are handled, then inspect the expected structure of vendor/composer/installed.json. Clarify whether vendor scanning is automatic or controlled by a new configuration setting, and define completion around safely suggesting namespaced vendor paths when the file exists and decodes successfully.
