Description
I really like the pgAdmin ERD tool. I think it is by far one of the most convenient ERD tools.
As it stands, to start designing a scheme, you must run a database.
It would be nice to have the option to use pgAdmin only as an ERD tool, or even download the ERD tool separately.
Thanks to all the wonderful, hard-working community for a great tool!

Research direction
The issue names no files, tests, or specific entry points. Start by locating the existing pgAdmin ERD tool and determining how its database requirement is enforced; done means users can design schemas without running a database, or the ERD tool can be distributed separately.
