Server node context menu shows database node context menu options

Describe the bug

When we right click on the server node, it shows the database node context menu. This issue only comes when the database node is expanded and we closed the pgAdmin application and reopen it and right click on the server node.

To Reproduce

Steps to reproduce the behavior:

1. Expand any database
2. Select server
3. Close pgAdmin
4. Re-open it again
5. Expand the server group
6. Expand the server
7. right click on the server
8. See the context menu it shows the database context menu options

Expected behavior

It must show the server context menu options.

• Browser (if running in server mode): [e.g. chrome, safari]

No implementation files or tests are named. Reproduce the persisted tree-state sequence described in the issue, then verify that right-clicking the server displays server context-menu options rather than database options after reopening pgAdmin.
