Review configure_sysctl tuning settings

Linking to all issues where sysctl tunings are referenced. There is also https://github.com/perfsonar/toolkit/issues/11 where a few things are listed and could be reviewed as well.

And there is the discussions in https://github.com/perfsonar/project/issues/1274 and https://github.com/perfsonar/project/issues/1370

What we need here is a global review and consolidation of these settings, see which one are still relevant and which ones are not. A good thing to do would be to make a table of all these settings, list the values they have on the OS we support and see where we want to set that to the perfSONAR values. The documentation from https://fasterdata.es.net/host-tuning/linux/ should be used to decide what should be set and what shouldn't.
