Research direction
Start by locating the core crate and tracing how PEPs are currently constructed, then inspect how Rust methods are exposed to Python. Clarify the PEPhub API interaction and expected instantiation behavior before implementing; done means the method retrieves and instantiates PEPs and is available through the Python interface.
