Jira Issue: PF-2030

Start with the npm run start:dev entry and webpack.dev.js, then reproduce the failure using the command shown in the issue. Trace the ERR_OSSL_EVP_UNSUPPORTED error through the reported webpack and Node.js stack. Done means the development command completes and provides a working build/service without the digital envelope error.
