Description
Consistency effort regarding the use of action buttons in the table row. Follows #3476 for standardizing action buttons in the toolbar, so each part of the table has it's own design guideline.
There is inconsistency in the way we represent actions in the table row. Across design guidelines, link buttons and secondary buttons are used individually and in the same row. This change will also include guidelines about when to use icons as links, and the minimum amount of items to include in the overflow menu.
