Research direction

Start by reading the related issue #1564 and locating the code that builds $all queries. Confirm which single-element queries can be collapsed without changing behavior, then use the existing query tests to verify the result. Done means eligible single-element $all queries no longer use $all and all other cases remain unchanged.
