Description
Hints:
- for on-chain, it will be most probably deployed directly to the AH, so no specially care
- for off-chain, add possibility for provider-node to expose metrics to grafana/prometheus
- setup and use the same mechanism (crates from PolkadotSDK) for metrics as we have for PolkadotSDK nodes/binaries
- investigate and add relevant metrics to the provider node
