Description
similar to https://github.com/peetzweg/polkadot-cli/issues/234

Research direction
Start by reading the related issue #234 and tracing how scripting invokes the dot CLI. Define the global flag's behavior so calls only post their encoding, without dry-running or submitting; done means longer scripts consistently expose every call's encoding.
