similar to https://github.com/peetzweg/polkadot-cli/issues/234

I think it might be handy to just enforce somehow in scripting to enforce all calls to dot not to even dry-run or submit but just to post the encoding of the call? THi smight be super handy to get all the calls made in longer scripts.
