Description

I can't build parity-scale-codec with derive because it uses std there.
As I can see there are only

use std::str::FromStr;
use std::str::from_utf8;

Both available in core.

Research direction

Start by locating the derive code that imports std::str::FromStr and std::str::from_utf8, then inspect how the derive feature is built without std. Done means parity-scale-codec can build with derive in that configuration; check for an existing relevant test or build target in the repository.
