Description

See https://github.com/paritytech/parity-scale-codec/pull/106 for more information.

Research direction
Start by reading the linked paritytech/parity-scale-codec pull request #106 for the constrained-decoding context. The issue does not identify files, entry points, tests, or an agreed interface; work is complete only after the API design is settled and the requested constrained-decoding support is implemented.
