Description
In addition to Github Pages, it would be interesting to publish chainspecs to IPFS with IPNS names for easily retrieving the latest version of chainspecs for each network.
Apparently https://nft.storage from Protocol labs guarantees pinning of files and is free. I don't know how they are able to do that and if it's sustainable but if we are pinning files from a second provider it should be fine, https://filebase.com looks interesting and also has support for managed IPNS names (https://filebase.com/ipns-names/).

Research direction
The issue names no files, tests, or entry points. Begin by tracing the existing GitHub Pages publication process, then define how chainspecs for each network would be published and retrieved through IPFS and IPNS; done means the latest versions are accessible by their IPNS names.
