Description

A while back there was a proposal to add the ability to add a banners to the compiled css/js output of parcel. While you can leverage terser to generate a banner at the top your JavaScript, to the best of my knowledge there isn't a an equivalent approach with lightningcss -- or is there?

Research direction

Read the linked Parcel proposal and the lightningcss discussion first, then inspect the CSS output path to determine where banner support would belong. Done means the requested banner behavior is defined and implemented for compiled CSS output, with coverage for the resulting output.
