IDEA no reformat

Start by reproducing the issue in IntelliJ IDEA using the spotless-maven-plugin configuration shown in the issue. Check why the IDE reformat shortcut does not apply the configured Palantir Java Format. Done means the shortcut formats Java consistently with the configured formatter.
