Description

What happened?

The following

public enum EmptyEnum {
    // Some comment required to repro
    ;

    public static void someMethod() {}
}

gets formatted to

public enum EmptyEnum {
// Some comment required to repro
;

    public static void someMethod() {}
}

What did you want to happen?

Expect the original formatting to be the right way.

Research direction

Reproduce the formatting output with the EmptyEnum example shown in the issue. Trace the formatter path responsible for comments and empty enum bodies; done means the example preserves the original indentation and the relevant formatting checks pass.
