Description

AIMDLimit uses an initialLimit of 10, which seems really low and overly conservative. Instead of turning off limiting completely, it'd be preferable to start with a more reasonable, configurable limit.

Research direction

Start by locating the ConcurrencyLimiter and AIMDLimit implementation and trace where the initialLimit of 10 is defined and consumed. Determine the existing configuration entry point and related tests, then make the starting limit configurable without disabling limiting; done means callers can select a different initial value and the behavior is covered by tests.
