Hello,
HE-AAC is officially only available for MAC OS X.
There is also a compiled Handbrake in the AUR, although it does not comply with the licenses.
I do not assume that you will compile Handbrake with HE-AAC for PACSTALL?
from Google AI:
"HandBrake supports HE-AAC encoding primarily through the Fraunhofer FDK AAC library (fdk-aac), which requires special handling due to licensing. Builds including this encoder must be for personal use only and cannot be distributed . Official HandBrake binaries often omit this library to comply with strict licensing, requiring users to compile from source with --enable-fdk-aac."

Research direction
Start by reviewing the linked HandBrake audio-codecs page and Linux building guide, then inspect how this repository packages Debian programs and handles licensing. Determine whether HE-AAC can be built and distributed through Pacstall without violating the cited license constraints; done means a documented, legally viable packaging decision or a clear reason it cannot be supported.
