Description
When I build PackageURL for the purl "pkg:golang/github.com/Azure/go-autorest/autorest/date@v0.3.0" and extract the name, it becomes all lowercase "github.com/azure/go-autorest/autorest/date". That causes notFound response in deps.dev system (https://github.com/google/deps.dev/issues/93). So my question is whether the name needs to be lowercase?
