Description
As of #3, jobs will be limited in their total CPU time, but not overall running (wall) time. It would probably be a good idea to limit that as well, probably via a timer per watched process in the main select loop of JobManager::new.

Research direction
Start at JobManager::new and its main select loop, then trace the watched-process handling and the CPU-time limit referenced in #3. Establish how wall-time expiration should be represented and verify that a watched command is stopped after exceeding the limit.
