Description
As noted in https://github.com/oxidecomputer/dice-util/issues/387 the current method of checking measurements is incomplete. At a minimum, we will need a new version of dice-verifier in sprockets and possibly a protocol change.

Research direction
Start by reading the linked dice-util issue 387 to understand which measurement checks are incomplete. Then inspect the current dice-verifier in sprockets and determine whether a new version and a protocol change are required. Done means the verification approach and any protocol impact are defined and implemented.
