Description
We want a way to provide the phd tests with a custom VM image that contains tools that phd tests expect to be available to run.
An alternative approach discussed in the hypervisor huddle would be to provide a toolset image that could be passed in via an extra disk to the phd runner VM.

Research direction
No files, tests, or entry points are named. Start by locating the phd test runner and its VM image setup, then compare passing a custom image with attaching a toolset image as an extra disk. Done means phd tests can run with their expected tools from a supplied image.
