What this is
tests/conformance/inline-sweep.deep.test.ts (607 s on CI; ceiling 30 min) re-runs the inline registry product each push against a manifest of clusters that #241 (the construct fact for marks) is expected to empty.
The change
Now: move the inline deep tier from the per-push Gates job to the batched integration set that already runs the whitespace battery and reference-diff. After #241 lands and the manifest empties: delete inline-sweep-clusters.ts and the manifest (#185's rule). Source: fence-scripts.md removal 8.
