Description
Currently all flow tables are set to a 60s time-to-live (for the purposes of flow expiration). We should add the ability to pass this value in as argument when creating a flow table.

Research direction
Start by locating flow-table creation and the code that currently applies the fixed 60s time-to-live. Trace how a flow table is configured and how flow expiration uses that value. Done means callers can provide a TTL separately for each flow table instead of all tables using 60s.
