Description

Before proceeding with rack initialization, Wicketd should check the software versions on the sleds that are being initialized as a new control plane.

As described in #9707: wicketd currently invokes the bootstrap agent to initialize the rack. Correctness of this (in terms of API versioning) depends on either always talking to its own sled's bootstrap agent (which is usually the case anyway) or knowing that all sleds are running the same software (which is important for other reasons and is what this issue covers).
