This field is omitted from the Display impl, and there are no callers of the skip_zone() method that would populate it.

Trace PlanningNoopImageSourceStepReport and its skip_zone() method to determine where skipped_zones should be populated and displayed. Done means skipped_zones is no longer omitted and the relevant skip_zone() path populates it.
