Description

On a single sled omicron (dev) setup, the region_replacement and region_snapshot_replacement should
use the nexus config for determining what allocation_strategy to use for replacement, instead
of defaulting to RegionAllocationStrategy::RandomWithDistinctSleds { seed: None },.

Research direction

Start by tracing the region_replacement and region_snapshot_replacement paths and how they currently choose RegionAllocationStrategy. Check where the nexus config exposes allocation_strategy for replacement. Done means single-sled omicron dev repairs use the configured strategy instead of defaulting to RandomWithDistinctSleds.
