Description
On a single sled omicron (dev) setup, the region_replacement and region_snapshot_replacement should
use the nexus config for determining what allocation_strategy to use for replacement, instead
of defaulting to RegionAllocationStrategy::RandomWithDistinctSleds { seed: None },.
