Description

This came up in a recent customer feedback. The VPC subnet API currently allows only RFC1918 IP ranges. If the 100.64.0.0 to 100.127.255.255 range is acceptable for use in VPC, we can perhaps relax the existing validation to permit it.

Research direction

Start by locating the VPC subnet API and its existing RFC1918 validation. Determine whether the RFC6598 range should be accepted, then identify the validation coverage that would need updating and define completion around an agreed decision and passing tests.
