Description
Currently probes are hardwired to the default VPC of the project they're in. It would be useful to be able to attach them to a user-specified VPC.

Research direction
No files, tests, or entry points are identified. Start by locating the probe API and the code that selects a project's default VPC, then trace how VPC attachment is represented. Done should mean probes can target a user-specified VPC while preserving the existing default behavior.
