Description
This is one of the incremental steps identified in RFD 411. There's some design work to do here, but it is likely the outcome will be a Rust tool with more flexible configuration to support a variety of environments (such as helios PCs, standalone gimlets, racklettes, and more).

Research direction
Read RFD 411 and inspect the existing "virtual hardware" scripts first. Determine the design needed for a Rust tool with flexible configuration across helios PCs, standalone gimlets, racklettes, and other environments; done means the replacement approach supports those environments.
