Description
PR #2645, which creates an API surface for external networking configuration, comes with several database transactions. The general trend in Omicron has been creating custom queries to avoid such transactions. Transactions were chosen as a starting point in the interest of getting a minimum viable external networking API in place to unblock other work and iterate on the API quickly. This is a tracking issue to audit these transactions.
