See https://github.com/oxidecomputer/omicron/pull/2776#discussion_r1160273921 for context; right now the ignition control popup has no place to put feedback to the user about success or failure, and the key map to bring up the popup is at the global wicket level. We could fix both of these by moving ignition control into a 3-pane UI (like how we're going to do other panes).
