Description
See: https://github.com/oxidecomputer/omicron/issues/1960 for context
- We want to launch the switch zone before underlay addresses are established
- When the underlay comes up, we'd like to add the "switch zone address" to the already-running "switch zone"

Research direction
Start by reading issue 1960 for the provisioning context, then locate the switch-zone launch and underlay-address provisioning entry points. Define how the switch zone can launch without an address and how the address is added when the underlay becomes available; verify the behavior with the relevant tests or integration checks.
