A download might fail due to some intermittent conditions where a retry would succeed (see example in mentioned in https://github.com/oxidecomputer/omicron-package/pull/48).

Research direction
Locate the blob download entry point in the repository and read the intermittent-failure example in pull request #48. Add retry behavior for failures that may succeed on a later attempt, and verify that intermittent blob downloads can recover without breaking normal downloads.
