Description
Per
it's possible to have dueling nexus instances making inconsistent requests to dendrite. If we add generation numbers to the API, dendrite could deconflict these inconsistencies.

Research direction
Start with the linked Oxide discussion, then trace how API requests move between Nexus instances and Dendrite. No files or tests are named, so first identify the request definitions and handling points before deciding how generation numbers should deconflict inconsistent requests. Done means the API carries generation numbers and conflicting requests are handled consistently.
